and Substantive Regulations
I am enclosing the DRAFT WORKING brief on Driver Licenses that I am
working on at this time, and it is TOTALLY NOT FINISHED OR PUT INTO A
PARTICULAR ORDER. I HAVE OTHER MODULES TO ASSEMBLE AND THE ONE THAT I AM
WORKING ON NOW IS IN THE DL IN THE 49 U.S.C. 31103 ET SEQ. THAT IS
THE ROOT PROBLEM AND IT NOT FOR THE WEAK OF HEART TO EXPOSE, BUT I GOT
THEIR NUMBER - ANOTHER NEW TWIST ON THE SUBSTANTIVE REGULATIONS.
EXPOSING THEIR TREASONOUS ACTS IN THE REGULATIONS IS REALLY A PROBLEM ON
THE DL ISSUE, EVEN WITH WESTLAW.
The STATE OF ALASKA revoked the "driver license" of WINTERROWD, RALPH K on
October 27, 2004. I am still working on the brief to expose the Driver
License acts of Treason against the people of the several States. I will
hopefully have the brief to post for all to use to end the acts of treason in
overthrowing the lawful government of the several States and the United States
by Monday - I thought I would have it sooner, but this is real can of worms to
expose and prove.
Some of the issues proved:
1.
The Alaska Rules of Court have the "force and effect of law" i.e. regulations
over the purported acts of the Legislature of the State (sic). Their ORDERS
must also be "regulations."
2.
Alaska must have a statute and regulation - its in the APA of Alaska in
Title 44.62 et seq. and backed up by the administrative courts of alaska.
3.
The Driver License BS is located in 48 U.S.C. 31301 et seq. and
regulations there under. See 49 U.S.C. 31317 for a good laugh for the
regulations under 5 U.S.C. 553 - who they apply to.
4.
There is no regulation for having a DL in Alaska of any type.
5.
I have the APA (Alaska) disassembled and there is much more to get yet.
We are in the Roman Empire under the Roman Civil Law, and the only
way to talk to the Roman Empire is with a "statute and substantive
regulation", as this is the bridge between the Island of the Roman Empire
(Roman Civil Law) and the Constitutional Republic Island (common law) that we
think we live in.
