DETROIT, April 2 (UPI) -- Michigan's governor has signed a bill repealing the $300 fine for not carrying proof of insurance when driving, the Detroit Free Press reported Friday.
Anyone who has paid will get a refund. But it could take several weeks for the state to figure out how to get out the refund checks.
Anyone who has been ticketed but hasn't paid yet, can forget about sending in a check.
Gov. Jennifer Granholm signed the repeal Thursday.

This is a very important event, in such a tiny quiet article. The fact it is such a small article shows the state is not happy about it and would rather the people not even know about this.  The state is totally LIABLE now for the unlawful takings and damages that ensued. 
 
This is one of the state's main "tools" to "enter" the people's lives and destroy them.  Make up thousands of new rules every session and then use those outlaw rules to fine, seize, control, strip and liquidate the assets of the people, including the children in the same quasi judicial administrative "courts".
 
The governor stopping these compelled contracts on people who have committed no crime and who are not being allowed courts of judicial due process, opens up the WHOLE statutory fraud in all the states.  By the governor "admitting" that fining people in the past has been unlawful.  They don't admit anything, even when caught, guilty as sin.  
 
The governors act verifies that such "statutes" "codes" "ordinances" are totally FRAUD.  Interesting that the article says they don't know how they are going to get the money back to the people....
 
Interesting because it is taken from them in "quasi-judicial administrative proceedings" where many times NO RECORD is even made.... totally fraud assemblies.
 
The "general fund" is the cash cow, the agencies and courts and whatever fraud beyond that comes out of the fines, judgments, property seized from the people without judicial due process.  They have no idea and little way to identify who has been targeted and paid these fines.  This is the arbitrary and capricious nature of their statute "law", that yesterday your car was seized, you were fined $300.00, you may have been arrested if, after they discovered you had no proof of insurance, they also smelled pot or saw a gun under your seat, or any  other thing they might discover as they "broaden the scope" on you.  Like the man in oregon a few days ago, ONE encounter with the robot police on the street, you move, you are dead. New definition of "broadening the scope".
 
The Extortion Racket
 
The tickets/fines for "non compliance" are the gravy train for the state/police/courts.  The "proof of insurance scam" is used in most instances to stop vulnerable looking people, racial profiling, in collusion hugely with insurance companies.  They know that the poor are likely driving without insurance, because they have to live, get to their work and try to survive, even though idiot unhuman assessors and judges tell them they have to pay money they do not have.....  This is not america anymore. 
 
The bottom line is the caselaw "the government cannot take a right and make it in to a privilege and attach fines, taxes and fees to it, and if it does the people can engage in the exercise of that right with impunity".  That's it.  That's as far as they are allowed to go according to constitutional judicial due process.
 
For the state to license anyone in order for them to travel or make them carry any identification or papers is communist policies.  To force people to have insurance and pay for it or not be "allowed" to travel violates our most basic freedom in a Republican form of government.
 
The article does not state whether the Michigan governor made the next lawful move and is no longer requiring insurance in order to travel at all.  THAT is the real law.  The PEOPLE are the sovereign and are NOT required to respond to any intervention.  It is the "state" who carries the burden of proof when they act against the people.
 
THE WHOLE GRAVY TRAIN STOPS NOW.  We keep explaining how all statutes are bills of attainders, ex post facto and unconstitutional.  The governor stopping this policy is a beginning in admitting that these outlaw policies have to end now.
 
Always before the state acted in self interest - interest defined as MONEY to them....  When you see a state agent make a decision that cuts in to the money, you are seeing the rendering machine start to turn back to law and order, the rights of the People upheld.
 
In Miami yesterday, some police were found guilty of murder and malicious  prosecution... another rare event, to see any prosecution of criminals who work in state or official capacities.
 
BE AS LOUD AS YOU CAN BE TO TELL OTHERS ABOUT THE FRAUD THEY ARE CALLING "STATUTE LAW" SO SEEING IT, WE STOP BENDING OVER FOR IT AND FEARFULLY COOPERATING WITH OUR RENDERING .....
 
THEY CAN'T DO IT WITHOUT THEIR DATABASES AND YOUR MONEY.... STOP COOPERATING WITH YOUR OWN DESTRUCTION - QUIT THINKING THERE IS ANYTHING AT ALL LAWFUL  GOING ON....
 
It is one huge deprivations of rights, everyone could file a lawsuit and have a case by now it is so permeated our homes and children.....
